## What you will be able to do

-   Assess their institution's AI readiness across operations, people, data, and governance dimensions using the Government AI Readiness Spectrum
    
-   Apply the ETHOS Protocol to design institutional AI governance that is defensible to ministers, audit bodies, and the public
    
-   Apply the PRISM Prompting Framework to at least five senior public service leadership tasks (ministerial briefs, policy submissions, parliamentary answers, strategic communications, programme reviews)
    
-   Evaluate AI investment proposals using public value criteria and adapted SCALE scoring, and present a defensible investment case within public procurement and spending authority constraints
    
-   Design and lead an AI adoption programme across a public institution with measurable milestones at 30, 60, and 90 days
    

## The curriculum

### How Public Services Use AI Today

Public services already use AI across document processing, citizen enquiries, evidence work, and decision support, so leaders need a governance lens before adoption outruns accountability. You place your institution on the readiness spectrum, classify use by function and stakes, and decide where expert review is required.

### Assess Readiness and Apply PRISM

This section moves leaders from general AI awareness to an honest reading of institutional readiness, because public-sector AI fails when tools arrive before conditions exist. By the end, you can assess readiness, map and rank opportunities, apply PRISM, protect information, and evaluate outputs with TRUST.

### Build the AI Investment Case

This module turns a scored AI shortlist into a public investment case ministers, Treasury, Finance and auditors can fund and scrutinise. By the end, you can frame public value, score initiatives with SCALE, check vendor evidence with TRUST, confirm procurement requirements and choose a defensible first pilot.

### Lead Your Workforce Through Adoption

AI adoption in public institutions succeeds or fails on people, politics and trust, because staff read AI through job security, professional identity and public service values. By the end, you can diagnose resistance, reframe task-level change with the Augmentation Ladder and build audience-specific adoption communications.

### Govern AI with the ETHOS Protocol

Public-service AI governance must survive ministers, audit bodies, committees, FOI disclosure, and citizen scrutiny, so borrowed private-sector controls are not enough. You move from invisible tool use to ETHOS assessments, named owners, usage policy, TRUST review, and disclosure-ready accountability.

### Govern Agents and Build a 90-Day Plan

AI that acts changes public service leadership from reviewing outputs to designing oversight, audit trails, exception paths, and human sign-off. You leave with a governed 90-day plan: Foundation, Launch, and Scale, anchored by ETHOS, SCALE, and a first action.

## Assessment and certificate

The course closes with a timed final exam with a pass mark and a limited number of attempts. A pass issues a PDF certificate with its own serial, in the name of the Straits Institute for Applied AI. Cohort progress, at-risk learners and a CSV export are in the admin console throughout.
